MINUTES OF SPECIAL MEETING OF THE BOARD OF DIRECTORS
OF AMBERLEIGH HOMEOWNERS ASSOCIATION
May 17, 2023

A special meeting of the Board of Directors of Amberleigh Homeowners Association was held May 17, 2023 at the home of Mark Beales, Director and President.  Present at the meeting were: Mark Beales, Director and President, Roger Deffner, Director and Vice President,
Dianne Bratz, Director and Secretary, Tyler Davis, Treasurer, and Mary Spalding, Director.

Mark called the meeting to order at 7:00 p.m.

Mark informed the Board that the large cedar tree bordering Lot 71 has been inspected and its ill health necessitates removal before it fails and does damage to neighboring homes.  A permit for its removal has been applied for to the City of Mill Creek and will then be submitted to MCCA for approval before the work can be scheduled. Michael Beaumont has asked that the Board vote to approve the cutting, removal, and stump grinding of the cedar tree pending the city's and MCCA's approval.  The Board voted unanimously to approve.

Several other Amberleigh trees were discussed concerning their health and the upcoming potential for additional removals, but no immediate action appears to be required at this time.

Amberleigh resident Melody Taylor has expressed a desire to install a lending/free exchange library at the edge of our neighborhood park.  If the Board approves the request Mark will talk with her to lead the project.  Tyler moved to approve, Mary seconded, and the Board approved the request.

Mark proposed changing the Amberleigh CCR language to require a six-month owner residency in an Amberleigh home as their primary residence before the home could be rented.  Currently the requirement language refers only to "single family homes" which does not specify nor accurate describe Amberleigh residences, which are "townhomes".  Correcting this CCR language will be put onto the 2023 Amberleigh Annual Homeowners Meeting Ballot for a community-wide vote.

The Board agreed that this year's Amberleigh Annual Homeowners Meeting will once again be held online and the ballot sent to Amberleigh residents will include approval of the 2023-2024 Budget, decision to self-audit or obtain an outside auditor, election of Roger, Mary, and Tyler to Board positions, and changing the CCR language as described above.  Mark will create a President's letter including a welcome to our new residents, Tyler will create a budget presentation, Dianne will create a ballot and send out the entire package to Amberleigh residents by email after June 1.

 

This year's Amberleigh Night Out will be held Tuesday, August 1.  Mary will promote and coordinate this annual event and welcomes volunteers to help with the preparation/set-up/clean-up.  An email reminder will be sent to residents in mid-July so they have ample time to prepare.  It was suggested for 2024 that the Annual Meeting in June might be an opportunity for a second summer neighborhood gathering.

Tyler reports that the Amberleigh budget is holding steady right where it was last year at this time.  Our new accounting system PayHOA will officially begin in July.

Amberleigh Annual Meeting ballots must be returned and received by the Board by the end of the day on June 21 in order to be counted.  The Board will meet June 22 to count ballots and to ratify the election.

Mark adjourned the meeting at 8:30 p.m.
